Setting up an International Keyboard

I just learned today how to setup an International Keyboard,
which is useful in simplifying the entry of critical marks for
writing in Spanish (or German, or ???).

The instructions I put together work for a Windows XP
machine.

On a Windows 2000 machine, some of the differences are:

Control Panel may be listed under "Settings" on the Start menu
Instead of clicking on Regional settings, you click on "Keyboard"
Instead of clicking on "Languages", you click on "Input Locales"
(then the drop down, then US Keyboard, International)
And there is no "language bar" for Windows 2000
No keyboard icon either, instead you will see an icon which
says "EN" for English keyboard, click on that and you'll see
your options

Instead of having to remember Alt-Number combinations
it's as simple as (for Spanish) - typing a single or double
quote and then the appropriate vowel for the accent for
example.
